LANG CO - CANH DUONG TOURIST SITE:

Aiming for Central Vietnam’s top address

By the end of 2018, the Prime Minister decided to approve the master plan for the development of Lang Co - Canh Duong National Tourist Site (TS) with the target that by 2025, it will become the leading destination of Hue and Central Vietnam.

According to the tourism sector, the Government's decision is a great opportunity for Lang Co - Canh Duong. However, to become the national TS, there is soon a need for the solutions to concretize the indispensable "norms" when 2025 is nearing.

“Huge” figures to reach

By the end of 2018, the Prime Minister issued Decision No. 1774 / QD-TTg on approving the master plan on development of Lang Co - Canh Duong National TS. The target is that by 2025, Lang Co - Canh Duong TS will have become the foremost destination of Hue and Central Vietnam. It has a synchronous, modern technical infrastructure and an attractive investment environment that can attract tourism development investment projects, meet the criteria and be recognized as the national TS. By 2030, it will have become a world-class destination.

According to the Provincial Management Board of Economic and Industrial Zones, with the above target, a series of tourist products has been oriented to development, including resorts, ecology, golf tourism, sports and hi-tech entertainment and development of supplementary tourist products...

TS is focusing on developing various types of accommodation, especially the high-class 4-5-star ones. These types of accommodation must have a system of high-class resorts, tourist villas and luxury hotels associated with high-quality healthcare and entertainment.

According to Mr. Le Huu Minh, Acting Director of the Department of Tourism, the roadmap for Lang Co - Canh Duong to become the national TS is in 2025, and there are about 6 years to implement. However, from planning to reality is a long way off. The figures show that to be recognized as a national tourist site cannot be an overnight occurrence.

The condition for a site to be recognized as the national TS is that it must have high-quality and synchronous infrastructure, technical facilities and services to meet the tourists’ needs of accommodation, catering and other needs. It includes the businesses of catering services, shopping, sports, entertainment, health care, which reach standards to serve tourists and meet at least 500,000 tourists per year. In addition, its system of tourist accommodation establishments has to meet at least 300,000 tourists per year.

Mr. Le Huu Minh said that it is not effortless to get the Lang Co - Canh Duong plan to be approved to become the national TS because the destination competition nationwide is gradually becoming much more intense than before. At the recent meeting between the leaders of the Provincial People's Committee and the agencies, the People's Committee of Phu Loc District, many leaders of the agencies said that the opportunity is coming to Chan May - Lang Co Economic Zone in general but always goes hand in hand with challenges.

At present, the necessary components for Chan May - Lang Co Economic Zone to gain great impetus in general and for the national TS in the future have not been adequately invested. The infrastructure, urban transport and lighting system at night that represent the development of an economic zone especially remain inferior and inadequate.

More proactiveness needed

Mr. Nguyen Cong Binh, Head of Planning, Construction, Natural Resources and Environment Department, Management Board of Economic and Industrial Zones of the province said that after the approval of the master plan of Lang Co-Canh Duong TS, the Government continued to approve the local amendment of the master plan for construction of Chan May - Lang Co Economic Zone until 2025, especially focusing on infrastructure and tourism services. However, to implement the works, items as planned, there is a need for the long-term roadmap and plan.

A major difficulty that made the investment process for Lang Co - Canh Duong TS take up to 2 years was that when approved, the plan was in the middle of the medium-term plan in 2016 - 2020, so it is difficult to allocate investment resources.

Mr. Le Huu Minh said that what to do now on is to set up some key projects to make the most of some capital sources for investment. In particular, priority should be given to essential infrastructure and transport. In addition, it is necessary to identify each item and identify specific sources of funding from the central, local authorities or socialization form to differentiate and implement reasonably

Particularly the projects aiming to increase the number of high-class accommodation rooms and meet the criteria of the national TS should also be accelerated. Currently, there are 3 major projects in preparation for being put into operation: Phase 2 of Laguna Lang Co, Mediterranean Seaport and Minh Vien International Tourist Area. Particularly for Laguna Lang Co, the investment in casino service is encountering difficulties in seeking partners to coordinate investment and exploitation.

According to the Lang Co - Canh Duong National TS plan approved by the Government on the investment orientation, the resources to develop the TS will be mobilized through the support from the budget, ODA and foreign direct investment (FDI) capital, organizations, enterprises, economic sectors... Priority should be given to investment support partly from the State budget for the framework infrastructure development for tourism within Lang Co - Canh Duong TS and in the functional zones...

According to investors, in order to attract large capital sources, Lang Co - Canh Duong needs to formulate its specific attraction policies.

Mr. Phan Quang Minh, Director in charge of Exploitation and Development of Minh Vien International TS said that the enterprise has been well supported in administrative procedures. The knotty problem for the enterprise is that the ground clearance time is often prolonged. Once the enterprise decided to invest, it always needs to have a clean ground and a shortened construction time to soon put the TS into operation and shorten the payback period.
