Hue will be the textile-garment center of Central Region - Highlands

TTH.VN - Along with attracting investment to the industrial zones (IZs), the Provincial People's Committee is focusing on developing IZs for textile-garment, footwear and chemical industries with the aim of developing Thua Thien Hue into the textile-garment center in Central Region - Highlands.

Prioritizing infrastructure

In the province, currently, there are 6 IZs, with the planned area of ​​about 2,393 ha, including Phu Bai, Phong Dien, Tu Ha, La Son, Phu Da and Quang Vinh IZs. To date, 4 IZs have attracted infrastructure investors. 2 Quang Vinh and Phu Da IZs are increasing the call for investment in IZ technical infrastructure construction.

Notably, Phu Bai IZ in the phase I, 2, with an area of ​​about 185 ha licensed Thua Thien Hue Construction Joint Stock Company to be an investor of technical infrastructure. Zone B and expanded Zone B of Phong Dien IZ, with an area of ​​about 147 ha, granted the investment license to Prime Thien Phuc Joint Stock Company; Zone C of Phong Dien IZ, with an area of ​​about 126 ha, licensed C&N Vina Hue- Korea Company Ltd. to be an investor of the IZ technical infrastructure. La Son IZ granted the investment license to Vitto Company Ltd. Tu Ha IZ licensed Hello International Vietnam Joint Stock Company to be the investor of technical infrastructure.

In 2020, Phu Bai IZ in the phase 4, with an area of ​​about 85 ha, licensed IZ Infrastructure Development and Investment One Member Company Ltd. to be the investor of the IZ infrastructure project. The expanded Phong Dien IZ, with an area of ​​about 284 ha, licensed Viglacera Corporation to be the investor of technical infrastructure.

Currently, the province has 2 IZs in Phu Da and Quang Vinh, which have not attracted infrastructure investors. Notably, Phu Da IZs with the planned area of ​​250 ha have granted the investment licenses for 10 projects. The land use area covers ​​about 36 ha; the remaining area of ​​about 180 ha is calling for investment in the projects of production, business, and infrastructure in IZ for synchronous development of IZ.

Developing the field of textile-garment, footwear

In June 2020, the Provincial People's Committee submitted a written request to the Ministry of Planning and Investment on asking for the Prime Minister’s permission to add the new IZ planning to the provincial IZ development planning, covering an area of ​​about 400 ha in Phong Dien District and to establish a pilot textile - garment IZ.

Concurrently, the province recommended the Government, ministries and central branches to pay attention and allocate the Central budget capital for investing in the centralized wastewater treatment plant using the technology of circulating wastewater treatment in the textile-garment IZ. This provides a basis for reviewing, calling for the projects of textile, dyeing and so on to invest in the IZand support the investment in centralized waste treatment system in IZs without centralized wastewater treatment plant for soon ensuring conditions for calling for investment in the project as prescribed.

To date, the industrial zones in the province have had 16 yarn production projects granted investment licenses with a designed capacity of about 108,800 tons of yarn per year and the total registered investment capital of VND 9,042 billion.15 garment and fabric cutting projects have been licensed with a total registered capital of about VND 2,530 billion, a capacity of about 432.5 million products per year, a fabric cutting capacity of about 39.6 million products per year.

The IZs have not yet attracted the projects of leather, footwear and chemicals. However, to date, there have been 2 operating enterprises producing leather and footwear, with the scale of about 1.5 million products per year, 1 enterprise producing chemicals, 2 enterprises trading in chemicals and some enterprises using a small number of chemicals to concoct and mix in the process of producing, cleansing equipment and tools.

With the orientation of developing Thua Thien Hue into the textile-garment center of the Central Region - Highlands and the whole country, recently, the Provincial Management Board of Economic and Industrial Zones has increased the call for investment in the textile-garment field. At present, the IZs attract 31 textile-garment projects with a total investment of over 11,400 billion dong, including Phu Bai IZ (23 projects), Phong Dien IZ (2 projects), Phu Da IZ (5 projects) and Tu Ha IZ (1 project).

Deputy Head of the Provincial Management Board of Economic and Industrial Zones Nguyen Van Son said that the textile-garment industry in Thua Thien Hue has the capacity to produce more than 500 million garment products and 100,000 tons of yarn per year. As the province having the largest scale among the provinces in Central Region and Highlands, Hue contributed about 42.6% of the production value of the textile-garment industry and about 41.6% of the total textile-garment export value of the region.

Focusing on the environment

According to the plan and policy of the Provincial People's Committee, Phong Dien IZ is planned to have 2 centralized wastewater treatment stations, with a wastewater treatment capacity of about 12,500 m3 per day and night. Currently, Viglacera Corporation and C&N Vina Hue - Korea Company Ltd. are carrying out the procedures to prepare investment in a centralized wastewater treatment plant for Phong Dien IZ, expected to be completed and put into operation in 2021.

Currently, Scavi Hue Company’s project of producing ready-made garments and high-class underwear invests in a local wastewater treatment station of the project; the wastewater after the treatment meets the column A standard before being discharged into the environment. Kanglongda International Holdings Limited's project of producing gloves and polyethylene fiber will invest in a local wastewater treatment station; the wastewater after treatment reaches the column A standard before being discharged into the environment.

After the centralized wastewater treatment plant of Phong Dien IZ is completed and put into operation, the projects will connect to the central industrial wastewater collection system for treatment as prescribed. For the garment, fabric cutting projects of Hanesbrands Vietnam Hue Company, Ltd. in Phu Bai IZ, the company will treat local wastewater at the plant before connecting to the centralized wastewater collection system of Phu Bai IZ for treatment as prescribed.

According to Vice Chairman of the Provincial People's Committee Nguyen Van Phuong, Thua Thien Hue is the locality with the largest scale among the Central Region - Highlands provinces in the textile-garment industry. Therefore, the Provincial People's Committee has built a project of auxiliary IZ development in Phong Dien IZ with an area of ​​about 350 ha. The project includes 56 ha of land belonging to the technical infrastructure investment project of C&N Vina Hue Company, 180 ha of land belonging to the project of Viglacera Corporation and 114 ha of land that have not yet had any infrastructure business unit, with priority given to textile - dyeing - sewing industry, fashion garment industry, auxiliary industry for textile – garment industry.
