Integrating management, preservation and promotion of the value of Hue's heritages

TTH.VN - On the morning of August 18, after surveying and examining the relics in Hue City and Huong Tra Town, Deputy Secretary of the Provincial Party Committee, Chairman of the provincial People's Committee and Head of the provincial National Assembly Delegation, Mr. Phan Ngoc Tho directed the Hue Monuments Conservation Centre to coordinate with other departments and local authorities in researching practical policies to solve the issues of management, protection, preservation and promotion of Hue heritages values.

Up to now, the province has 7 cultural heritages which have been recognized by UNESCO, 87 national monuments and 69 provincial monuments. On the basis of the laws and documents of the ministry, the province has promulgated plans, schemes and decisions aiming at initiating, implementing and concretizing contents to improve the effectiveness of protecting and promoting Hue cultural heritages values.

Director of Hue Monuments Conservation Centre, Mr. Phan Thanh Hai said that within the heritage management activities, the Centre has cooperated with the People's Committees of districts, towns and Hue City as well as with departments and agencies to strengthen the state management of monuments. Many historical and cultural relics and scenic attractions have been assigned to various levels of authorities to manage, to create ranking profiles and to invest in the restoration and conservation. In particular, hundreds of households have been relocated to set boundary markers to protect monument areas. With various funding sources, there have been many restored monuments.

Chairman Phan Ngoc Tho highly appreciated the achievements in preserving and promoting the heritages values. However, the work has not reached its full potential. Investment in preserving Hue's cultural heritages is still low and tourism has not been fully exploited.

The Chairman of the Provincial People's Committee raised issues that need to be resolved such as specific mechanisms and policies for Hue heritages, financial resources to protect and promote the heritages, and current Hue heritage management model. Other issues such as redevelopment of Hue heritage preservation area, relocating households and planning new residential areas in the Imperial city area, inventorying, preserving and developing the intangible cultural heritages of Hue must also be recognized positively to solve the problem of conservation and promotion of cultural heritages values.

Chairman of the provincial People's Committee said that the complex of heritages and relics of Hue is very large, and this is the potential for tourism development. In general, the province is still disoriented between conservation and development. There is no linkage between the heritage areas and localities in the region to promote the value of the heritage for tourism development. Therefore, it is necessary to coordinate with ministries, branches and localities in researching specific and practical mechanisms and policies to solve the problem of protection and preservation of Hue's heritages.

On important issues in the coming time, Chairman of the Provincial People's Committee Phan Ngoc Tho asked the monument sector and leaders of departments, localities to have coordination in the management, protection, restoration, and promotion of the values of the heritage complex. For the projects that are in the ground clearance phase, research should be done to optimize the land clearance and stabilize the life of the people.

With Van Thanh and Vo Thanh monuments, the monument sector needs to plan and build a fence protection system. In the immediate future, when the investment capital is not available, priority should be given to embellishing the premises, planting trees and plants at these places. Taking advantage of the funding, the restoration of Van Thanh and Vo Thanh must be initiated to create more tourist destinations.

The chairman of the provincial People's Committee also suggested that the transportation sector strengthen the maintenance and expansion of roads to relic sites to facilitate tourism development, study mechanisms for urban traffic, which may limit certain vehicles on some routes, and invest in static traffic systems, especially parking places in the relics.

Chairman of the provincial People's Committee Phan Ngoc Tho said that in the coming time, he will spend his Saturdays to examine thematically to provide direct guidance on the related field to promote socio-economic development of the province.

Artifacts and concerns about preservation

That the preservation warehouse and the display system are all reused from the renovated old building, so it is not suitable for the museum's function, and although the equipment has been invested, it still does not meet the requirements of preserving artifacts. Those are the situation that Hue Fine Arts Museum - a public museum established nearly 5 years ago, is facing. The concern for the safety of the artifacts and the desire to have a well-preserved warehouse are always the concerns of the unit's leaders.
