Model of successful cooperation between the government and businesses

The smart city will be a lever to promote investment, promote socio-economic development of the province, and enhance the position of Thua Thien Hue in the period of integration and development.

Transparent management model

Thua Thien Hue smart city with the central Smart Urban Operations Center was awarded the Telecom Asia Awards 2019 (in the category the most innovative smart city project in Asia). This is good news for the national information technology industry in general and Thua Thien Hue province in particular.

This model is smart in that it is based on the characteristics of the urban context in Thua Thien Hue province. Its scale is suitable for the local economic scale. The model ensures the principle of viewing people and enterprises as the central elements to create a smart environment for interaction, to exchange and timely handle services that meet the needs of people as well as businesses through the Smart City Model.

The Smart City Model is a model for receiving, transferring, distributing and monitoring the people's reflections on the management of the smart city in the dominant and central areas of Thua Thien Hue, such as transportation, security, culture, tourism, and etc. All of this has made management and services, especially the interaction between the people and authorities, increasingly enhanced.

It must be affirmed that the Smart City Model that Viettel researched and applied for Thua Thien Hue province has met the specific characteristics of the province. Thua Thien Hue Province is not a big province and does not have funding to invest greatly in the field of information technology. However, through the process of research and cooperation, based on the requests of the provincial leaders, Viettel has come up with solutions and has piloted the model with initial success. 

The Smart City operation center is considered to be the heart of the Smart City with new and creative characteristics. It is not required to invest excessively to build a massive center which surpasses the financial capacity of a moderate economy such as that of Thua Thien Hue. The construction of the model must be oriented towards operational efficiency as well as towards serving the people and ensuring the management of the administration in the best way.

Many solutions in implementation

This is a new model. In order for it to run smoothly, an important factor is the leader. The leader must be exemplary and pioneering. The leader not only monitors and supervises but is also the object of implementing information technology.

Each step must be persistently and fiercely implemented: the first step is the period of raising awareness and encouragement; the second is the period of compulsory implementation; and finally, it becomes an urgent and indispensable need of each person.

All the regulations in the management and administration of the Smart City Operating Center must be completed. The standardization of the processing administrative procedures for the people and businesses must be implemented according to ISO standards with the motto: Who will do it? What is the product? When is it done?

This is an important foundation for building the App to monitor the implementation of those regulations. This is also a foundation and a legal basis for accountability in implementation.

Initial positive effect

In operation since the beginning of June 2018, the Smart City Operation Center has 3 main functions of supervision, administration and synthesis, meeting the needs of the province's smart city administration in the future, aiming at building a government to better serve the people.

Currently, Thua Thien Hue province is piloting the implementation of a "reflecting the scene" solution to receive people's feedback on the areas of construction order; environmental sanitation; transportation infrastructure; urban infrastructure; safety, social order and quality of tourism services ... as well as acts of delay, inconvenience or improper implementation of regulations of civil servants in handling administrative procedures.

This is a channel of "social sensors" through receiving feedbacks from people. The whole work of receiving and handling people's feedbacks will be public and through it, people can interact, exchange and give opinions with the solutions of the local authorities.

All stages of information provision, processing, and results are collected, synthesized and publicized to make monitoring and criticism to be promoted clearly and specifically. The solution of "reflecting the scene" has initially brought positive results and is highly supported by local people and tourists.

Hopefully, with the efforts of all levels and sectors and the cooperation of the whole society, Thua Thien Hue province will succeed in building a Smart City. The people will be able to enjoy smart urban services such as online public services, public non-business services: education, health, tourism, transport and environment ..., job recruitments, multimedia entertainment, and guaranteed social security in a convenient, safe and friendly way.

The smart city will be a lever to attract investment, promote socio-economic development of the province, and enhance the position of Thua Thien Hue in the period of integration and development.
