The Smart Urban Supervision and Management Center

Prediction-based management

TTH.VN - Launched as pilot operation in early June 2018, the Smart Urban Management and Supervision Center synthesized information and data, and connected itself with database of branches, authority levels and provincial leaders to provide information, data in managing, planning, and orienting the development of Thua Thien Hue province. This is also the “nerve center” for the development of the Smart Urban Management and Supervision.

Operated by a smart analytic technology

Visiting the Smart Urban Management and Supervision Center - the first general operation center in the country, we can understand how convenient all applications of the center bring to the citizens - the subjects of the project. According to Ms. Trinh Quang Nhat Binh, Deputy Head of Communication division, the center has three main functions which are (including) supervision, operation and synthesis.

This center is superior in the way that it supports provincial leaders to manage both daily and unexpected tasks. On professional aspects, the chairman and vice chairmen of the provincial People's Committee directly manage all related sectors to departments, branches and localities. At the same time, they are able to direct such sudden incidents as flood prevention, dams regulating in rainy seasons, etc.

When the chairman, or vice-chairman of the provincial People's Committee chairs a meeting, statistics on whatsoever field they need will be synthetized and displayed on a monitor connected to the center in less than a minute. In addition, the center also receives feedbacks and assessment on quality of public administrative services and decision-making in the delivery of public administrative services; receives and answers tourists’ questions, supports and advises them about problems they may encounter while visiting the province.

The center also helps the departments to manage their sectors through synthesizing data, images and clips, and distribute them to the processing points in accordance with their functions and tasks. For example, the traffic police direct the traffic, fines violators, and supervise security, safety and order at the central and major areas. The Transportation sector will have accurate data to be able to properly adjust light signals, expand intersections, be aware of common points of traffic jam, and manage public transport and parking lots...

The Smart Urban Project includes four objectives: ensuring sustainable economic growth, leading to knowledge economy and digital economy; governing the urban effectively on a predictable basis; improving living and working environment quality; enhancing people and organizations to get involved in management process. These four objectives serve four subjects of the smart urban project: government - people - enterprises - social organizations.

 “Violations of urban order, food hygiene and safety, environmental pollution... are also collected to help authorities optimize their solutions through integrated sensor systems, cameras, observation equipment, and integrated Wi-Fi system, namely, through an on-field data collection, the integrated and smart systems will identify problems to have proper consultation on all areas to minimize any impacts of disruptions on citizens,” said Ms. Nhat Binh.

Supporting and applicable for all sectors

Mr. Nguyen Xuan Son, Deputy Director of the Department of Information and Communication said that the Smart Urban with this center as the key factor will improve people’s life quality. Citizens can benefit from public administration facilities, payment of different types of fees, and convenient public transportation system... In addition, labour productivity will be improved as employees are provided with basic infrastructure services to ensure their competitiveness.

Currently, the Department of Information and Communication is holding a consultation with the provincial People's Committee in developing necessary operation stipulations and will officially operate this center in early September. Relevant agencies are also developing plans to attract enterprises to participate in the development of this smart urban project.

However, the most important thing is to introduce and provide guidance to citizens for their access, participation and utilization of the Smart Urban services. The citizens, who are the subjects of the Smart Urban project, are becoming more and more intelligent and have further expectations for higher life quality and standards as well as the smart urban economic development.

Some results expected to be achieved by 2020: Building the ICT architecture for the smart urban; building the infrastructure for development of the Smart Urban; planning and developing social infrastructure; conducting digital conversion, linking and connecting information systems; building a model of the Center for monitoring and controlling the Smart Urban; building ecosystems for health, education, and smart tourism sectors; developing smart transportation and environment services; developing digital economy; building and deploying electronic cards for civil servants and piloting personal and enterprises’ electronic cards.
