Thua Thien-Hue toward a serving and constructive government

According to Mr. Phan Ngọc Tho, Chairman of the Provincial People's Committee, e-government and smart city are the aim, the need and the tendency toward a constructive government. In the time to come, the province will continue to provide guidance to all the boards to learn from one another’s experience and to take steps to fulfil the plan.

Increasing interaction on the internet

In order to build an e-government, the Provincial People's Committee has digitized the four important constituents: e-workplace, e-civilian worker, e-citizen and e-business. The province has founded and put into use the Provincial Public Administration Center and many District Public Administration Centers. They are the places which receive and solve administrative formalities and provide information and services quickly and conveniently through modern facilities. They also provide guidance to people and entrepreneurs who want to register online.

With the application of Smart City Service (HUE-S) on the smartphone, which supports Android and IOS, organizations and individuals can register for services online, thus diversifying ways to access public administration services.

According to Mr. Nguyen Kim Tung, Vice-Director of the Provincial Public Administration Center, up to now, the province has 2,585 Public Administration Centers, providing 100% of public administration level 1, 99,9% level 2, 71,5 % level 3 and 30,9% level 4. With this system, people can register for public formalities online, pay online and receive results by post instead of presenting themselves at the centers.

The provincial multi-level and multi-dimensional information portal, which is well connected with ones in commune level, facilitates online leadership, management and control. The investment in building the system of multi-level operating pages in the state sector enables officials and people to interact and work online and obtain information from anywhere and at any time. Leaders can provide guidance and supervise online at all levels from the provincial level to the commune level. In addition, online payment has also been put into use and proved efficient.

According to Mr. Hoang Ngọc Khanh, Chief of Office of the Provincial People's Committee, the root of enhancing the quality of services is to form, standardize and publicize the working procedure for organizations and citizens, as well as to manage and control their offices. The application of IT must be seen as a real revolution in reforming public administration. In addition, building an e-government has changed officials’ perception and their working style from paperwork to online, creating a professional and modern working environment which is economical and less time-consuming. On the other hand, it improves work efficiency, forming professional administration and contributes to improving the provincial competitiveness index.

Building e-entrepreneur and e-citizen 

The province is taking steps to build an e-government from applying IT to integrating deeply to the system. It is a good and efficient direction. 

Transactions at the Provincial Public Administration Center

Focusing on developing services for the smart city concerning medical ecology, education, tourism, transport and environment, developing the digital economy and smart e-cards and guiding people to access smart city services are what Mr. Nguyen Xuan Son, Vice-Director of Department of Information and Communication, informed us.

“With various ways to access, people have changed from “traditional citizens” with direct transactions to “e-citizens.” They are taking steps to access, apply IT in their transactions. The e-government is closer to people with the aim of serving people,” said Mr. Son.

The province will continue to develop an e-government with the three directions: modernizing IT infrastructure and planning to integrate information system on the basis of connecting and sharing; improving the quality of public services by building an electronic information environment for state offices, entrepreneurs and the entire society, providing high-level online public services; and raising people's awareness, focusing on the benefits of organizations and citizens, taking people as the focus, shortening the gap between people and state agencies through the application of IT.

“Building an e-government at all levels is aimed to modernize administration and accelerate the reform of administration in order to change from a controlling government to a serving and constructive government. Particularly, applying simultaneously and widely solutions with the aim of reaching the final target: building a real e-government with e-civilian workers, e-workplaces, e-entrepreneurs and e-citizens,” emphasized Phan Ngoc Tho, Chairman of the Provincial People's Committee.

In 2018, e-cards were provided to people working for the state sector at the provincial level, and will be applied for all sectors in the coming years. At the moment, the province is testing with individual e-cards and e-cards for entrepreneurs. Like e-cards for people working for the state, these types of card aim to provide public administration services in a professional, modern and efficient way with the motto: “Simpler, more friendly, and on time.”
