The scope of site clearance for phase 1 of the project is in Hai Duong Commune and Thuan An Ward (Hue City) with a total recovered land area of about more than 31 hectares. Hai Duong Commune recovered about more than 19.6 hectares; Thuan An Ward recovered about 12.1 hectares.
The project of coastal road through Thua Thien Hue Province and bridge across Thuan An Estuary connecting Hai Duong Commune with Thuan An Ward in phase 1 is invested by the Provincial Transport Construction Investment Project Management Board. The project with a total investment of 2,400 billion VND started construction in March 2022 and was implemented over a 3-year period by a joint venture of Tan Nam Construction Joint Stock Company - Dat Phuong Group Joint Stock Company - Construction by 479 Hoa Binh Company. The scale of the route is nearly 8km long, of which the bridge section is about 2.36km long, the cross section of the route is 26m, and the width is 20m.
According to the Provincial Transport Construction Investment Project Management Board, the total capital allocated for the project is more than 1,252 billion VND. In 2023, it is 600 billion VND. To date, the total disbursed capital has been more than 1,038 billion VND. In 2023, it is 385,963 billion VND, reaching about 64.33%. Currently, the construction contractors are focusing on human and material resources and taking advantage of favorable weather to speed up the construction progress as planned.

Recorded by the reporter at the construction site, the Thuan An sea-crossing bridge after 18 months of construction is step by step “taking shape" with about 300 workers and machinery working overtime. Currently, the construction contractor finalizes a number of main items such as bored piles for bridge piers, constructing the pier body, concreting 139/326 beams, with a total construction value of more than 780 billion VND, reaching about 37.36%.
According to the design, the project has up to 50 bridge piers, including 2 abutments. Up to now, only piers from T1 to T5 in Hai Duong Commune have not yet been finalized because of no public road while other piers are being completed by the joint venture of contractors to meet the schedule.
Mr. Nguyen Van Cuong, Deputy Director of the Provincial Transport Construction Investment Project Management Board, said that the investor requires the construction contractor to take advantage of favorable weather to speed up the construction progress of all items by working overtime and increasing work crews. For construction items that are at risk of being affected by storms and cannot be accelerated, the contractor must re-establish the construction schedule for these items and speed up construction to meet the overall construction schedule.
Concurrently, the investor urges the contractors to gather manpower, materials and equipment to urgently finalize the items that are frequently flooded and finalize the movement of machinery, camps, manpower out of the underwater areas before the 2023 rainy season.
