The collaboration between the two universities aims to improve the potential and strengths of each institution, jointly fulfill the national strategic mission, and contribute to the country's regional development in the training of high-quality human resources, scientific research, and the development of technology in cutting-edge fields. The overarching goal is to serve economic and social development and international integration.

Both parties seek to cooperate in the field of training through the exchange of lecturers, guidance for graduate students, masters, and participation in dissertation defense committees of doctoral theses and master's theses. The institutions will collaborate in constructing or sharing undergraduate and postgraduate programs leading to mutual credit recognition. Both parties will actively engage in international training programs and student exchange programs.

Additionally, the agreement outlines joint efforts to establish interdisciplinary research groups, progressing towards collaboration in building national research excellence groups. The collaboration will extend to coordinating the national and international conferences and workshops; sharing facilities, and resources to serve research. Both institutions will work together in entrepreneurial and innovative activities, sharing experiences in university administration, system development, and digital transformation.

The duration of this agreement is set at five years from the date of signing.
