The acceleration of the construction progress is generally recorded at most public investment projects in the locality. The construction progress of most projects, especially important ones, which are in the investment process and with land fund approved, is being accelerated.

At the construction site of the project of Perfume River overpass, workers are working in three shifts to ensure the project’s construction progress. Currently, the construction items are still meeting the technical requirements, as well as the project scale and progress, with a work rate of more than 80%. 

From afar, the bridge appears in the shape of a yellow steel arch of over 30m high, creating a highlight amidst the Perfume River. Regarding the access roads at both ends of the bridge, the related units are accelerating the site clearance. The construction unit is also implementing the construction in a rolling manner, simultaneously handing over the cleared site and creating a clean site for construction, which aims to ensure the project progress. 

The project of Thuan An overpass is no exception when the project progress is being accelerated by more than 70% of the work volume according to the plan that has been completed. 

With some projects facing difficulties related to site clearance, in addition to strengthening coordination efforts to eliminate obstacles, the construction units also put forward a rapid construction schedule, adopting the method of simultaneously handing over the cleared site and creating a clean site for construction. At the same time, they also implementing adjustment plans to ensure the implementation of the budget disbursement process.

According to the representative of the Project Management Board of the Thua Thien Hue Sub-project of the Type II Urban Development Program (Green Urban Area), the project has 10 construction packages, seven of which require site clearance for the implementation of the project, not to mention the fact that the project implementation has encountered many difficulties. 

Faced with such obstacles, the Project Management Board has sent a document proposing the Provincial Department of Planning and Investment to review and advise the Provincial People’s Committee to approve the adjustment of the project implementation schedule. Accordingly, the Project Management Board has requested to extend the project completion date to June 30, 2028. Extending the project implementation schedule will ensure sufficient legal basis for the development of the next stages, without changing the total loan commitment value of the Loan Agreement and the Support Fund signed between Vietnam and the Asian Development Bank (ADB), the objectives and scope of the project, and the total approved counterpart funds. 

Promoting site clearance 

The urgency in carrying out procedures and implementing public investment projects has promoted the disbursement of public investment budget.  

According to the Provincial Department of Planning and Investment, after taking all additional investment capital sources in the year into consideration, the total investment plan of the Province in 2024 has reached nearly 8,154 billion VND. So far, the whole province has disbursed 40.8% as compared to the plan. The current results of capital disbursement are higher than the same period in 2023 in terms of ratio (the figure for the same period in 2023 was 38.8%) and absolute value (the figure for the same period in 2023 was 2,297 billion VND).

To achieve the target of disbursing over 95% of public investment capital in 2024 according to the Prime Minister’s Official Dispatch, by the end of September, Thua Thien Hue must disburse VND 4,989 billion/VND 6,958 billion, reaching 72% of the plan, and for the whole year of 2024, it must disburse VND 6,833 billionVND /6,958 billion, reaching 98% of the plan.

According to Mr. Nguyen Dai Vui, Director of the Provincial Department of Planning and Investment, through monitoring and supervision, the Department found that the province’s investment capital disbursement in the first seven months of the year still had some shortcomings and limitations. Investment preparation, construction sketching design, and contractor selection for some projects were still slow and did not ensure the required progress, leading to a stagnant start-up process. The capacity of some project owners and managers is still limited, and they are passive in proposing specific solutions to accelerate the progress of project implementation, etc. 

The Provincial Department of Planning and Investment proposed that, concerning basic, specialized and thematic projects, it is important to optimize the investment preparation, the project implementation preparation, and the improvement of readiness and capacity to disburse capital immediately after being assigned a regular budget plan, preventing the delay of construction until the capital disbursement. At the same time, it is essential to focus on dealing with the practices of site clearance, compensation, timely resettlement support in accordance with regulations, ensuring compliance with the law and harmonizing the interests of the State and the people, as well as the rapid provision of project implementation progress, especially key projects of the Province.

At the recent regular meeting of the Provincial People’s Committee, the Standing Vice Chairman of the Provincial People’s Committee Nguyen Thanh Binh emphasized that the disbursement of investment capital is a political task of the establishments, departments, branches and localities. 

The Standing Vice Chairman of the Provincial People’s Committee also requested investors and management agencies to carefully follow the plans and detailed disbursement targets for each project registered for each month and quarter to ensure the progress and the committed volume; and urgently complete investment preparation work for projects whose construction is expected to start at the end of 2024.
