Under Resolution 175, the National Assembly resolved to establish Hue as a centrally governed municipality based on the entirety of its natural area of 4,947.11 square kilometers and its population of 1,236,393, which were of Thua Thien Hue Province.
Furthermore, agencies, organizations, and units previously associated with the Thua Thien Hue Province name will adopt the name Hue City from the date the resolution takes effect.
The Government, the People’s Council, and the People’s Committee of Thua Thien Hue Province (the People’s Council, and the People’s Committee of Hue City, from the effective date of the resolution), along with other relevant agencies and organizations, are tasked with implementing this resolution. This includes reorganizing and strengthening local administrative bodies, stabilizing local residents’ livelihoods, and ensuring economic, social, defense, and security development.
In cases the People’s Council of a district under Hue City does not meet the requirement of having at least two-thirds of the total number of council members elected as stipulated in Point a, Clause 1, Article 46 of the Law on Local Government Organization, the Standing Committee of Hue City’s People’s Council shall appoint an Acting Chairperson of the district People’s Council based on the recommendation of the Standing Committee of Hue City’s People’s Council of the former Thua Thien Hue Province to carry out the duties and powers as prescribed in Clause 3, Article 138 of the Law on Local Government Organization.
The Chairman of the People’s Committee of Hue City shall appoint the Acting Chairman of the People’s Committee, the Provisional District People’s Committee, and decide to establish specialized agencies under the Provisional District People’s Committee. The Provisional District People’s Committee shall perform the tasks and powers of the District People’s Committee as prescribed by law and shall operate until the District People’s Committee for the 2026–2031 term is established.
From the effective date of this Resolution, in addition to the regimes and policies for centrally governed municipality, specific mechanisms, regimes, and policies for Thua Thien Hue Province shall continue to be implemented in the territory of Hue City until the end of the application period or until there is a decision from the competent authority.

Hue City with 9 district-level administrative units and 133 commune-level administrative units
Specifically, according to Resolution 1314, the commune-level administrative units in Hue City, Thua Thien Hue Province, will be rearranged to form the basis for establishing districts within Hue City. These include: Establishing Long Ho Ward by merging the entire natural area and population size of Huong Tho Commune and Huong Ho Ward; establishing Thuan An Ward by merging the entire natural area and population size of Hai Duong Commune and Thuan An Ward; establishing Duong No Ward by merging the entire natural area and population size of Phu Duong Commune, Phu Mau Commune, and Phu Thanh Commune; establishing Thuy Bang Ward on the basis of the entire natural area and population size of Thuy Bang Commune; establishing Huong Phong Ward on the basis of the entire natural area and population size of Huong Phong Commune.
For districts within Hue City: Establishing Phu Xuan District based on part of the natural area and population size of Hue City, Thua Thien Hue Province. Phu Xuan District will have 13 wards, including An Hoa, Dong Ba, Gia Hoi, Huong An, Huong Long, Huong So, Huong Vinh, Kim Long, Long Ho, Phu Hau, Tay Loc, Thuan Hoa, and Thuan Loc.
Establishing Thuan Hoa District based on the entire natural area and population size of Hue City, Thua Thien Hue Province, after adjustments as stipulated in point a of this clause. Thuan Hoa District will have 19 wards, including An Cuu, An Dong, An Tay, Duong No, Huong Phong, Phu Hoi, Phu Nhuan, Phu Thuong, Phuong Duc, Phuoc Vinh, Thuan An, Thuy Bang, Thuy Bieu, Thuy Van, Thuy Xuan, Truong An, Vinh Ninh, Vy Da, and Xuan Phu.
Establishing Phong Dien Town under Hue City based on the entire natural area and population size of Phong Dien District.
In Phong Dien Town: Establishing Phong Thu Ward by merging the entire natural area and population size of Phong Dien Town and Phong Thu Commune; establishing Phong Hai Ward by merging the entire natural area and population size of Dien Hai Commune and Phong Hai Commune; establishing Phong Phu Ward by merging the entire natural area and population size of Dien Loc Commune and Dien Hoa Commune; establishing Phong An Ward on the basis of the entire natural area and population size of Phong An Commune; establishing Phong Hien Ward on the basis of the entire natural area and population size of Phong Hien Commune; establishing Phong Hoa Ward on the basis of the entire natural area and population size of Phong Hoa Commune; establishing Phong Thanh Commune by merging the entire natural area and population size of Dien Huong Commune and Dien Mon Commune.
After its establishment, Phong Dien Town will have 12 commune-level administrative units, including 6 wards (Phong An, Phong Hai, Phong Hien, Phong Hoa, Phong Phu, Phong Thu) and 6 communes (Phong Binh, Phong Chuong, Phong My, Phong Son, Phong Thanh, Phong Xuan).
Merging the entire natural area and population size of Nam Dong District into Phu Loc District. Establishing Loc Son Town under Phu Loc District based on the entire natural area and population size of Loc Son Commune.
After restructuring and establishing the township, Phu Loc District will have 27 commune-level administrative units, including 23 communes (Giang Hai, Huong Huu, Huong Loc, Huong Phu, Huong Son, Huong Xuan, Loc An, Loc Binh, Loc Bon, Loc Dien, Loc Hoa, Loc Thuy, Loc Tien, Loc Tri, Loc Vinh, Thuong Long, Thuong Lo, Thuong Nhat, Thuong Quang, Vinh Hien, Vinh Hung, Vinh My, Xuan Loc) and 4 townships (Khe Tre, Lang Co, Loc Son, Phu Loc).

Establish the People’s Court of Hue City based on the inheritance of the People’s Court of Thua Thien Hue Province.
Establish the People’s Procuracy of Hue City based on the inheritance of the People’s Procuracy of Thua Thien Hue Province.
Dissolve the People’s Court and People’s Procuracy of Hue City, Thua Thien Hue Province.
Establish the People’s Court of Thuan Hoa District and the People’s Court of Phu Xuan District. The People’s Courts of Thuan Hoa District and Phu Xuan District are responsible for inheriting the tasks and powers of the People’s Court of Hue City, Thua Thien Hue Province, as prescribed by law.

The People’s Procuracies of Thuan Hoa District and Phu Xuan District are responsible for inheriting the tasks and powers of the People’s Procuracy of Hue City, Thua Thien Hue Province, as prescribed by law.
Establish the People’s Court of Phong Dien Town based on the inheritance of the People’s Court of Phong Dien District.
Establish the People’s Procuracy of Phong Dien Town based on the inheritance of the People’s Procuracy of Phong Dien District.
Dissolve the People’s Court and People’s Procuracy of Nam Dong District. The People’s Court and People’s Procuracy of Phu Loc District shall inherit the tasks and powers of the People’s Court and People’s Procuracy of Nam Dong District as prescribed by law.
From the effective date of this Resolution, Hue City will have 9 district-level administrative units, including 4 districts, 3 towns, and 2 districts, and 133 commune-level administrative units, including 48 wards, 78 communes, and 7 townships.
