Solving the problem of employment and labor export
At the beginning of the dialogue, Chairman of the provincial People's Committee Mr. Phan Ngoc Tho shared, "We are proud of the young generation and are happy to meet, talk and exchange ideas with the youth union members who are the secretaries of the youth unions in the area, the representatives of the provincial youth, the pillar of the country.”
“What should the provincial government do to encourage young people to develop better, faster and more comprehensively so that the youth union is more practical and effective? And, what should the youth union do to become the main pillars of the country and to become a reliable force for the Party. The department leaders and I are willing to discuss issues of interest to you,” said Mr. Phan Ngoc Tho, Chairman of the Provincial People's Committee.
Addressing the concerns of many youth union members about job opportunities, Chairman Phan Ngoc Tho confirmed that this is a social problem of a national scale and is a concern of the provincial leadership. “In all of the meetings with voters, the most raised question for provincial leaders has always been about employment for young people and the reason why it is so difficult for young people to find work in the province after graduation,” said the chairman of the provincial People's Committee.
Youth union members raised concerns and aspirations to the chairman of the provincial People's Committee
We are addressing this problem in the context that the state has to cut 10% of government staff payrolls. The dilemma of the moment is organizing the political system, and arranging and improve the efficiency and effectiveness of public agencies. At present, the province is stopping recruitment to reorganize the administrative system.
Regarding employment, the chairman of the provincial People's Committee asked how many of young people present at the dialogue were willing to set up businesses or join businesses to jointly promote their careers in/after many years of training. The province also issued many mechanisms to facilitate the development of enterprises from start-up ideas. At the same time, the provincial leaders have also directed related units to raise the skills of laborers; orient students in education; carry out vocational training for rural workers; carry out non-agricultural occupational training. The province has also organized more job fairs, creating opportunities for young people to get jobs.
“The rate of labor export is very low, and we are afraid to go far. Overseas job opportunities are great. You can just go abroad to work for 3 years and you will have a large amount of money to invest when you come back home – why not? Of course, the province will also support many aspects to promote labor export for young people” - Chairman of Provincial People's Committee suggested to encourage young people to bravely think about working abroad.
Creating investment funds for start-ups
About the loan, Chairman of the provincial People's Committee Mr. Phan Ngoc Tho said he has just assigned the Department of Finance and the Small and Medium Enterprise Assistance Fund to carry out a number of tasks. The first is the reduction of administrative procedures and creating the mechanism of crediting loans. This is followed by the lowering of lending interest rate to match depositing interest rate. Next is allocating a certain sum to establish a venture capital investment fund. Along with these is promoting the funds at youth credit funds to support youths’ start-ups. This is the opportunity and condition for credit unbundling for start-ups and innovators.
Director of the Department of Labor, War Invalids and Social Affairs Ha Van Tuan stated more clearly about job creation and labor export
Quoting the old saying, “There are many ways for you to choose. If you want to go fast, go alone. If you want to go far, go together,” Chairman of the provincial People's Committee Mr. Phan Ngoc Tho reminded the youth union members the need for networking in doing start-ups. The province encourages the youth union members to set up teams, groups, cooperatives and enterprises with many members to develop the economy. At the same time, he affirmed that despite the difficulties, the youth must grasp opportunities to establish themselves and set up businesses.
Concerning start-up ideas, the Chairman of the provincial People's Committee said that young people with the idea of starting a business can access funding sources such as: science and technology development fund; investment, development and credit guarantee fund for small and medium enterprises; industry promotion funds and preferential policies of certain banks... In addition, young people with the idea of creative start-ups can contact the registration office of the Department of Planning and Investment which serves as a consultant, guide and get access to capital.
Through the dialogue, questioning, and multi-dimensional exchanges, the representative leaders of related departments answered the questions and concerns of the youth union members. In an atmosphere of democracy, openness and frankness, the participants of the dialogue shared the thoughts and aspirations of the youth and bravely raised many proposals, suggestions and recommendations to the provincial leaders to promote the development of the country. Areas of concern were the nuclear role of the youth in movements and social activities; young people join in the administrative reforms; employment, start-up, innovation; vocational training and development for young people have to associate with job creation; young people in new rural construction.
On this occasion, the Chairman of the provincial People's Committee launched an innovation competition to make the province greener, brighter and cleaner. The contest award is planned to be held on the 26th of March every year.
