Centrally-run city planning realized

With a series of tasks and solutions proposed by the Provincial Planning along with the determination of the entire political system, the province will step by step realize the planning, making a breakthrough in the target of soon making the province a centrally-run city.

Economic foundation based on 3 pillars

Among the many contents mentioned in the Provincial Planning, making an economic breakthrough plays an important role when the inherent weakness in the small scale of the provincial economy has existed for a long time.

To develop the economy commensurate with its potential and strengths, the Provincial Planning made it clear that Thua Thien Hue's economy will develop in the direction of modernity, green economy, digital economy, sustainability, and advantages with a service-industry-agriculture structure in association with the specific development space of the centrally-run city based on preserving and promoting the value of cultural and natural heritage.

In the economic structure, services play a key role. Tourism is a key economic sector. Intensive medical services, high-quality education, logistics and transportation services, digital training, and innovation are a breakthrough. High-tech industry and agriculture are a foundation.

Going in-depth on the important areas, the provincial leaders said that the province will focus on developing types of tourism with diverse, characteristic, different, and classy products. The focus will be on developing advantageous service industries with high knowledge and technology content associated with digital technology and digital economy.

For industrial development, it will be in the direction of increasing added value, having high technology content, being environmentally friendly, joining further in the product value chain having a spillover effect, and becoming an important economy associated with the development of industries with comparative advantages in the province.

 The provincial planning has created a new development space for Hue City

Recently, during many difficult times, agriculture has been the mainstay of the province's economy. The quality improvement of agricultural products will play an important role in allowing the agricultural sector to maintain its development momentum.

The provincial planning also presents agricultural development with many tasks: developing the agriculture, forestry, and fisheries sectors in the direction of concentrated commodity production, and improving efficiency and production value associated with the processing industry and the market. Developing a sustainable economy of forests, seas, lagoons, and wetlands; developing the forest product processing industry and growing medicinal plants; prioritizing the development of high-tech agriculture, organic agriculture, etc.

In addition, planning in the direction of making a breakthrough in marine economy development with a synchronous and modern Chan May deep-water seaport system associated with the economic development of a chain of economic zones, industrial zones, and sea-lagoon urban area; maritime economic development; aquaculture and exploitation, especially outstanding specialties in the lagoon; coastal industry; renewable energy and new marine economic sectors… for developing the Tam Giang - Cau Hai lagoon system into a "National Lagoon Park".

Particularly for the heritage economy, it should be associated with tourism and cultural industry including activities to preserve, promote, diversify products, and generate revenue from cultural heritage. Transforming heritage space into a new resource and growth driver. Building an economic foundation based on 3 pillars: tourism economy, heritage economy, circular economy; promoting heritage values through cultural, landscape, urban and ecological tourism, etc.

Many key solutions implemented

Despite the Provincial Planning approval, the immediate path to the plan implementation is of vital importance and facing many challenges and difficulties.

At the conference on the announcement of the provincial planning, Prime Minister Pham Minh Chinh requested the province to make the planning implementation plan, ensuring the compliance and synchronization in planning implementation organization in line with the national master planning, regional planning, and sector planning. The province needs to focus on coordinating with the ministries and sectors to finalize the procedures for the Project for establishing a centrally-run city and report to the Government for the Government to submit it to the National Assembly so that Hue can become a centrally-run city by 2025 if eligible.

The Prime Minister said that the province must always innovate its thinking and development vision, maximize internal resources, and promote historical and cultural traditions; step up public-private cooperation, use public investment to guide private investment, unclog all resources; and boost strategic infrastructure investment.

“Thua Thien Hue needs to renew traditional culture with modern tools, internationalize the national identity and cultural quintessence, and nationalize the world cultural values and quintessence. It needs to effectively promote the province's 3 economic drivers, and arrange resources to synchronously and effectively implement the development space. It should develop the marine economy, tourism economy, and heritage economy in a green, digital, and circular direction," Prime Minister Pham Minh Chinh noted.

According to the Chairman of the Provincial People's Committee Nguyen Van Phuong, shortly after announcing the planning, the province will give timely guidance to the implementation of the programs, plans, tasks, and projects to concretize the Decision on the approval of the Provincial Planning.

Among the many solutions proposed by the province, notably, the ones are on mobilizing and using resources and attracting investment. Accordingly, the province will enhance the effectiveness and efficiency of budget revenue and expenditure management and public investment; "using public investment to guide private investment", activating the attraction of social resources, especially private resources involved in investment in the public-private partnership (PPP) method in strategic infrastructure development. Priority is given to investment in large-scale infrastructure networks.

Regarding the solutions for land resource development, the digital transformation in land management and use plays an important role. It is needed to carry out site clearance work well, prepare clean land funds, and production sites ready to attract investment projects to develop the processing and manufacturing industry.

Identifying the importance of human resources in the long term, the province will gradually develop policies for training, fostering, and attracting focused human resources, especially high-quality human resources. In addition, the focus is on investing in building and perfecting smart urban systems; building and synchronously implementing the mechanisms and policies for developing central urban areas into modern, smart cities, creating spillover effects, and linking urban areas.

“The province undertakes to try its hardest to create the most favorable and effective investment environment. The province will quickly develop advantages into specific and practical results, always listen, create the most favorable conditions, and accompany businesses and investors. It will join hands with the locality to realize the planning in the spirit of sincerity, trust, and effectiveness," Provincial Party Committee Secretary Le Truong Luu affirmed.
