Speaking at the opening of the conference, Deputy Minister of Information and Communications Nguyen Huy Dung emphasized that 2023 was the Year of National Digital Data in Vietnam. This is the first conference to be held, which focuses on exchanging and identifying the role of open data and the development trend of artificial intelligence (AI) in the world, thereby, identifying challenges and proposing specific actions to develop open data, and accelerate the development, as well as applying AI to drive economic growth.
The Deputy Minister affirmed that over the past time, the Party and State have had many important guidelines and policies on enhancing Vietnam's ability to develop and apply technology. Particular priority is given to the development of AI and the promotion of the connection and sharing of open data.
In Thua Thien Hue, in recent years, the province has always considered building e-government towards digital government as one of the top tasks, and has then achieved remarkable results.
Vice Chairman of the Provincial People's Committee Phan Quy Phuong informed that Thua Thien Hue had built and announced the Open Data System of the province in 2018. This system had been built and operated before the Government issued the Decree No. 47/2020/ND-CP on management, connection and sharing of data of state agencies.
In order to detail the responsibilities of management, operation, data updating and data exploitation of agencies, departments and branches, Thua Thien Hue Provincial People's Committee has also issued the Regulation on management, operation and exploitation of data on the Provincial Open Data System, at the same time promulgating the Plan to provide open data in state agencies in the area for the period of 2023 - 2025.
According to Mr. Phan Quy Phuong, the open data system of Thua Thien Hue Province has brought back many benefits to the locality, which are supporting to gather and manage data in a scientific and modern way; supporting domestic and foreign investors on socio-economic indicators; promoting administrative reform; developing the economy and science - technology; supporting the development of provincial e-government; strengthening the participation and supervision of people, organizations, and businesses, etc., in the activities of local government agencies.

For AI application, right after the Government issued the National Strategy on Research, Development and Application of AI by 2030, Thua Thien Hue Province issued the Plan No. 155/KH-UBND on April 16, 2021 for implementation, including deploying digital maps and reports for monitoring information and data, analyzing, evaluating and supporting the management and direction administration of the Provincial People's Committee; deploying AI cameras to monitor and support to ensure traffic safety, social security and order, and the safety of events; monitoring body temperature, and monitoring vehicles entering and leaving the province in the prevention and control of COVID-19, etc.
Thanks to these positive results that over the years, Thua Thien Hue has always been evaluated by the Government and the MIC as one of the leading provinces in IT development and digital transformation.

| Many effective products using open data in Thua Thien Hue Province have been integrated into Hue-S |
At the seminar on "Opportunities and challenges to open and share data in the locality", which was held within the framework of the conference, Deputy Director of the Provincial Department of Information and Communication Nguyen Duong Anh shared that in Thua Thien Hue, the open data system has been contributing to the provincial socio-economic development. Typical examples are the cadastral digital map data, general planning and zoning planning information, which is opened to be built into a land planning module integrated on Hue-S digital transformation platform of the province; open data relating to students and their families is integrated into the Education module of Hue-S; and open data related to local news and events is used and built into the modules of Warning Information, and access to official information, etc., along with many effective products using open data in the province.
At the conference, the speakers shared about the impact of open data on economic growth; international trends and experiences in implementing, evaluating and measuring open data; they also discussed about policies, opportunities and challenges of open data in localities in Vietnam; and exchanged insights on maximizing the value of open data to promote research, and investment in AI development and application in Vietnam.
The conference discussed and approved recommendations of management agencies, international organizations, and domestic and foreign business communities on the contents so as to work together to develop open data and improve the application capacity of AI in Vietnam.
Within the framework of the conference, the National Digital Transformation Agency shared about the Action Plan in the National Digital Data Year, including a number of key contents to promote open data; as well as developing a new version of the National Open Data Portal data.gov.vn; developing the Open Data Development Manual, and launching the Open Data Club under the Posts and Telecommunications Institute of Technology.
