An enterprise operating in the field of science and technology shared, although the company has produced water treatment machines and is currently very popular and ordered by consumers, it has only sold a dozen machines in recent years. Another product is a very good waterproof paint which is very suitable for Hue's harsh weather but has yet to see strong developments in the market.
The State also has favorable policies, such as taxes, land use..., e.g. preferential land rental, but it is difficult to take advantage of these policies due to the lack of land funds. So what science and technology enterprises and inventors need is networking and collaboration with large manufacturers to transfer and commercialize scientific and technological products to the market.
According to the general assessment, the province's science and technology activities do not meet the potential and inherent advantages. Science, technology and innovation have not become an important driving force to improve labor productivity and competitiveness and promote the socio-economic development of the locality.
The science and technology market of Thua Thien Hue is still fragmented. It does not have all necessary factors of an appealing market and the efficiency is not high. The role of intermediary organizations, and technology transfer consultants is still vague, especially those with the function of technology assessment and valuation, promotion, and technology transfer.
The number of enterprises supported for technological innovation and new product development is also small compared to the total number of enterprises in the area. In the context of taking enterprises as the center of science and technology development and innovation, the number of science and technology projects in which enterprises are the leading unit is still modest.
A search for the appropriate transfer "market"
In order to overcome the shortcomings and problems, creating a link between enterprises, commodity producers and technology transfer activities of science and technology organizations such as research institutes and universities in the locality is extremely urgent. The Technology Exchange and the Technology Supply and Demand Connection Platform, which has just been put into operation by the Center for Advanced Application of Science and Technology - Department of Science and Technology, will be the bridge to carry out this task.
Recently, through the implementation of projects, the selected technologies for transfer and application have been advanced technologies. This has helped the locality to master technologies and production processes to improve productivity and product quality, such as developing high-quality rice production, raising economically valuable aquatic products and quality cattle breeds, growing high-quality, organic crops, etc. In addition, it also helps to increase the brand value of products from trademarks and geographical indications.
The application and transfer of science and technology also contribute to the development of advantageous commodity products in rural and mountainous areas, creating jobs and increasing incomes for people in the project implementation areas.
For example, there are some projects such as raising goats, growing flowers in A Luoi, planting sam cau in Quang Dien, growing ca gai leo and purple sa nhan in Phong Dien, producing Hue cajuput essential oil, growing Hue thanh tra pomelo, growing linh chi mushroom in Quang Dien. Since then, the projects have contributed to helping local people have more jobs, increase incomes, eradicate hunger and reduce poverty.
From the models of applying technological advances to production with selected specific agricultural products, a number of projects have created a bright spot in the application of scientific and technological advances to production. Project results have been maintained and replicated, serving as a premise for local socio-economic development programs.
The implementation of tasks under the national program has gradually socialized, attracting huge resources to invest in science and technology of enterprises in the province. This is an encouraging sign, demonstrating the facilitating role of the state in helping businesses solve technological innovation problems. The goal is commercialization and profit from products with high content of science and technology, contributing to the formation of linkage chains, improving the competitiveness of products and goods in the region and reaching the international level.
For the people, participation in the implementation of production models has contributed to the formation of farming practices and production in the direction of high-tech, large-scale agriculture, environmental protection, and promotion of restructuring crops and livestock, creating a positive spillover effect. In addition, activities of improving, upgrading technology, applying advanced management systems... have helped enterprises and craft villages to have human resources and experts in productivity and quality management, intellectual property, and improving technology absorption capacity.
