Hue Heritage Conservation Fund operates under the model of a public non-business unit directly under the People's Committee of Thua Thien - Hue province; operates not for profit.
The Hue Heritage Conservation Fund has its own legal status, its own seal, and is entitled to open a deposit account for funds derived from the state budget at the State Treasury and open a deposit account for its own capital of organizations, enterprises, and individuals at the State Treasury or commercial banks as prescribed by law.
Six missions of Hue Heritage Conservation Fund
Receiving, managing, and using the Fund's financial resources according to regulations.
Funding for projects, investment in restoration, preservation, and development of Hue heritage values, and investment in works and items that have not been invested by the state budget or are not invested enough.
Implementing reporting and accounting regimes as prescribed in this Decree and relevant laws.
Complying with the inspection, examination, and audit of competent state agencies in accordance with the law.
Publicly announcing the operation regulations and operational results of the Hue Heritage Conservation Fund, and reporting on the fund's implementation according to the provisions of this Decree and relevant laws.
Other duties as prescribed by law.
Management Board of Hue Heritage Conservation Fund
The Fund Management Board consists of 5 members, including Chairman, Vice Chairman, and members. In which, the Chairman of the Fund Management Board is the representative of the leaders of the People's Committee of Thua Thien - Hue province; The Vice Chairman and the remaining members are leaders of the Department of Finance, Planning and Investment, Department of Culture and Sports of Thua Thien - Hue province, and Hue Monuments Conservation Center.
The appointment, dismissal, and removal of members of the Fund Management Council shall be decided by the Chairman of the People's Committee of Thua Thien - Hue province.
Financial mechanism
The Fund's financial sources include the support from the state budget of the provinces and centrally-managed municipalities (excluding the budget of Thua Thien - Hue province); contributions, aid, and sponsorship from domestic and foreign organizations and individuals, including voluntary or purposeful sponsorship; interest from the deposit account (if any); annual fund balance; other legal sources (if any).
Expenditures of the Fund: Implementing works and items of restoration, preservation, and development of Hue heritage values managed by the State and investment in projects and items not yet invested by the state budget investment or are not invested enough; implementing works and items of restoration, preservation, and development of Hue heritage values that are not managed by the state; implement specific works and items of restoration, preservation, and development of Hue heritage values at the request of the sponsor.
