Hai Duong Commune (Hue City) is considered a most arduous and challenging place with a long coastline to the southeast and Tam Giang lagoon to the southwest. Through many generations exploring the land, establishing villages and settling down, the people of Hai Duong have suffered a lot of pressure from waves and winds; nevertheless, they are still living in harmony with the harsh nature and living on marine products.

The first time I went up to the top floor of the Vincom Plaza Tower for coffee with friends and aerial view of Hue, I thought of Vong Hai Dai (marine observatory) in Bach Ma National Park and Vong Canh Hill.

With a passion for plants, especially marine plants since the days of sitting in the lecture hall over the past 15 years, Assoc. Prof. Dr. Hoang Cong Tin, Vice Dean of the Department of Environment, University of Science, Hue University has travelled throughout the territorial waters in the Central Coast to do research on seagrass, which he calls the "tropical forest in the ocean".
