Without tap water, Vinh Xuan (Phu Vang) people have to use well water

The process of supplying clean water to the three above mentioned communes in Phu Vang district is still facing many difficulties. The percentage of households using clean water remains very low. Vinh Xuan has 610 households in Xuan Thien Ha village (accounting for 30.8% of the commune population) using clean water supplied by Hue Water Supply Company (HueWACO) in 2013. The remaining 1,368 households are using water wells. In Phu Dien, only 5 households have clean water (0.19%). People in Vinh An commune do not yet have access to clean water.

Mr. Truong Cong Han, General Director of HueWACO, said that the water supply plan in Phu Dien, Vinh Xuan and Vinh An communes is part of the water supply project of Thua Thien Hue province period from 2011 to 2015, with possible extension to 2020. Funding is borrowed from the Asian Development Bank (ADB) with a total investment of about VND 56.29 billion.

In Vinh Xuan Commune, it is expected that 1,163 households will receive clean water supply, raising the commune's total water supply percentage from 35% (04/2017) to 95% (2019). The total investment is approximately VND 13.67 billion. In Phu Dien commune, 2,640 households will receive clean water supply, bringing the commune's total water supply percentage from 0.2% to 95%. The total investment is approximately VND 21.72 billion. In Vinh An commune, 2,000 households will receive clean water supply, bringing the commune's total water supply percentage to 95%. The total investment is approximately VND 20.90 billion.

HueWACO expects to launch the plan in the second quarter of 2017 and strives to complete it in the fourth quarter of 2017. However, since ADB's review of the bidding documents was 9 months late, the bidding plan had to be readjusted and was approved by the Provincial People's Committee in Decision No. 559 /QD-UBND dated March 20, 2017.

On 9/5/2017, ADB issued a letter stating no objection to the bidding documents. Therefore, the company expects to commence the project in September 2017 and prioritizes the implementation of construction items in the 3 above-mentioned communes in the spirit of Official Dispatch No. 5821/UBND-QH dated 26 September, 2016 and Official Dispatch No. 7539/UBND-QH dated 6/12/2016 of the Provincial People's Committee on the report of the Q&A session at the second meeting of the Provincial People's Council, term VII.

Phu Vang district has 133,299 people using clean water, reaching 73.14% of the population. Completion of the ADB project will bring the district's clean water supply percentage from the current 73.14% to around 95% by 2020.
