The Hai Van 2 road tunnel was proposed to invest and carry out by the Deo Ca Group, after the implementation of a series of tunnels of Co Ma, Ca Pass, and Cu Mong. It was officially commenced in April 2016, including two phases. The first phase was to upgrade a section of National Highway No 1 running through the Hai Van Pass, and upgrade and repair the Hai Van 1 road tunnel, which was completed in August 2017. The second phase was to expand the Hai Van 2 tube tunnel (on the basis of the old shelter tunnel), the construction finished in September 2020, three months ahead of schedule, and approved by the Ministry of Transport.

During the construction process, the contractor had to both handle complex technical stages, construct the Hai Van 2 road tunnel and ensure the safety of the construction as well as the traffic safety for the Hai Van 1 road tunnel at the same time.

Speaking at the ceremony, Deputy Prime Minister Trinh Dinh Dung said that the construction was aimed to connect the transport system continually, and create a driving force for the socio-economic development, not only in the two localities of Da Nang City and Thua Thien Hue Province, but also in the provinces in the Central – Central Highlands region and Vietnam East-West economic corridor. The construction has been completed on schedule with quality, celebrating the 13th National Party Congress, and marking the improvement to master the most complex technologies in road and bridge construction, bearing the impression of Vietnamese engineers.
