The Prime Minister pledged to provide resources and mechanisms for Thua Thien Hue

Prioritizing resource allocation

Reporting to the Prime Minister's delegation on the socio-economic development in 2018, Chairman of the Provincial People's Committee Mr. Phan Ngoc Tho said: ‘It is estimated that 13 out of 14 defined major targets have achieved and exceeded the goals. In particular, there were some targets achieving the goals highly such as revenue exceeding 13%; GDP; per capita exceeding 2.5%.’

The province directed units and localities to give out 33,445 gifts from the President with a total cost of VND 6,876 billion to the people in need before January 28; and to support organizing giving gifts of provincial leaders to people in need. The provincial People's Committee also directed the reserve of goods of about VND 1,300 billion to ensure timely and adequate supply and service for people to prepare for Lunar New Year.

The province proposed to the Prime Minister, relevant ministries and agencies to agree on a policy for the province to hire foreign consultants to formulate Planning for Thua Thien Hue, period of 2021 - 2030, vision to 2050, and to support the establishment of funds for local planning.

The project of relocation and ground clearance in the area of the Hue Citadel was approved by the Government on investment policies and some related policy frameworks. The scale of investment and the capital needed to implement the project is very large (relocation and resettlement for 4,201 households will require nearly VND 4,100 billion). However, local resources are still limited. The provincial leaders proposed to the Prime Minister and the Ministry of Finance to allocate a part of the annual budget for the province to implement the project.

The province also asked the Prime Minister to pay attention to and prioritize the central budget funds, ODA sources, bond sources and other sources to allocate investment capital for building a bridge crossing the Huong River; support resources to upgrade and expand coastal routes.

Ensuring a safe and enjoyable New Year for the people

After listening to the opinions and suggestions of the ministries and branches, Prime Minister Nguyen Xuan Phuc highly appreciated the efforts of the Provincial Party Committee, authorities and People. Due to the unity of the Provincial Standing Party Committee, despite certain difficulties, the province's economic restructuring is in the right direction; some targets are achieved highly and sustainably. The Prime Minister agreed with the directions and tasks of socio-economic development in 2019.

The Prime Minister said that in addition to socio-economic development, the province has made significant progress. That is, Thua Thien Hue has been building an administration to serve the People, and is pioneering in e-government, promoting strong administrative reform, creating an environment that can attract investment and tourists.

The Prime Minister was impressed by Hue’s ability to preserve the environment and ecological landscape, especially on the Huong River sides, and demanded that Hue "be not developing massively with high speed, and should focus on developing tourism". In addition, the province should promote the development of processing industry, supporting industry, and high-quality industry. At the same time, it is necessary to have a reasonable agricultural transformation, agriculture for tourism; continue to be at the forefront of building e-government, including building smart cities, promoting administrative reforms more strongly.

Regarding the provincial proposals, the Prime Minister basically agreed and assigned ministries and agencies to coordinate with Thua Thien Hue to study and review the implementation. According to the Prime Minister, on the relocation of Hue Citadel Zone 1, the government will provide maximum support to the province based on principles and priority criteria. The government appreciated the province's project "to create a unified method between the province and the Government, to create a high consensus among the People". This is the opening task of 2019 which needs a master plan and should be prioritized first.

The Prime Minister pledged to continue to allocate the central budget, along with the local budget to implement the provincial tasks. This is a big task, solving historical problems, so the province would need to be cautious in the implementation process.

Regarding the coastal road, the Prime Minister supported the province's initiative, reducing the load for NH1A, Ho Chi Minh Road and facilitating people's travel, contributing to reducing traffic accidents. The Government will prioritize resources and policy mechanisms for Thua Thien Hue to develop the coastal road project.

The Prime Minister instructed the province to organize activities to welcome the New Year in the spirit of being joyful, safe and economical. Departments, branches and localities should have specific, synchronous, positive and timely plans to organize entertainment, culture and arts for the people. The gifts of the Party, the State and the province must be brought to the people in need before the New Year. Besides, the province needs to strictly control state budget revenues and expenditures, public debt and public assets; and promptly issue national reserve goods to the right subjects in order to ensure social security and prevent people from suffering from food shortages during the Lunar New Year and the period between harvests.

Agencies in the state administrative system needs to thoroughly grasp and strictly implement the policy of not using national budget to buy gifts and visit authorities and leaders at all levels; not using public facilities and assets in personal activities during the New Year and festivals; spending time visiting policy families, poor households, families affected by natural disasters, storms and floods.

Immediately after the Lunar New Year holidays, agencies, organizations and units need to urgently refocus on work to not delay production and business activities ...
