On May 9th morning, Vietnam Chamber of Commerce and Industry (VCCI) held the announcement ceremony for Provincial Competitiveness Index (PCI) and Provincial Green Index (PGI) 2023. Mr. Nguyen Van Phuong, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, attended the event.

| Top 30 provinces and cities with the best governance quality in 2023 |
The PCI index, conducted by VCCI with the support of United States Agency for International Development (USAID), evaluates the economic governance quality, convenience and friendliness of business environment, and administrative reform efforts of provincial governments to promote the development of the business community in Vietnam.
The PCI and PGI indexes for 2023 are based on survey findings from over 10,000 enterprises countrywide. This paints a vivid picture of Vietnam's economic environment over the last year from the perspective of domestic and foreign investors, highlighting highly rated changes and obstacles for enterprises.

In particular, this year's report conveys business evaluations of local government efforts in environmental management, green investment promotion, and business green practices in the local, thereby, recommending localities to promote green growth and sustainable development.
This is the 19th year in a row that VCCI has announced an evaluation and ranking indexes for economic governance quality, convenience and friendliness of business environment, and administrative reform efforts by Vietnamese province governments, fostering the growth of private economic areas. This is also the second consecutive year that the Green Index has been announced at the provincial level.
The PCI 2023 results recorded Quang Ninh Province maintaining its top position. All six regions across the country have representatives appearing in the Top 30 of the PCI 2023. Specifically, the Red River Delta region has 7 out of 11 localities; the Northern Midlands and Mountainous region has 5 out of 14 provinces and cities; the Central Coastal region has 6 out of 14 localities; the Central Highlands has 1 out of 5 localities; the Southeast region has 3 out of 6 localities; and the Mekong Delta has 8 out of 14 localities.
With the 8th position, Thua Thien Hue continues to be among the top 10 provinces and cities with the highest rankings nationwide. This is evidence of the efforts made by Thua Thien Hue Province to improve the investment and business environment in recent times.

Typically, the province has energetically led administrative reform activities with many synchronous solutions, creating positive changes in all fields. The province has built an e-government with initiatives in smart urban development, directing local management and administration activities to become suitable and adaptable to the 4.0 Industrial revolution. Internal procedures for administrative procedures under the authority of receiving and resolving levels of provincial authorities in Thua Thien Hue Province have also implemented, as well as 100% electronic resolution processes administrative procedures using Thua Thien Hue Province Electronic One-Stop Information System software.
