According to this decision, Thua Thien Hue seaports along with Quang Binh, Quang Tri, Binh Thuan, Dong Thap, Hau Giang, and Tra Vinh seaports are classified as class II seaports.
According to the list, in the 34 seaports mentioned above, there are 2 special-class seaports located in Hai Phong City and Ba Ria-Vung Tau province. 11 seaports classified as Class I are located in Quang Ninh, Thanh Hoa, Nghe An, Ha Tinh, Da Nang, Quang Ngai, Binh Dinh, Khanh Hoa, Ho Chi Minh City, Dong Nai and Can Tho. 14 seaports in Nam Dinh, Thai Binh, Quang Nam, Phu Yen, Ninh Thuan, Binh Duong, Long An, Tien Giang, Ben Tre, Soc Trang, An Giang, Vinh Long, Ca Mau and Kien Giang are classified as class III.

Previously, in July 2021, the Government issued Decree No. 76/2021/ND-CP dated July 28, 2021, regulating criteria for the classification of seaports. According to this Decree, the criteria for assessing and classifying seaports in Vietnam include criteria on the scope of influence of seaports and the size of seaports.
The scope of influence of a seaport is assessed on the basis of the master plan for the development of the seaport system approved by a competent state agency, through indicators serving the socio-economic development of the country or inter-regional zones and has the function of international transhipment or international gateway port...
The criteria for the size of the seaport are evaluated on the basis of the output of goods and the tonnage of ships received at the seaport.
