According to this Decree, the criteria for assessing and classifying seaports in Vietnam include criteria on the scope of influence of seaports and the size of seaports.

The scope of influence of a seaport is assessed on the basis of the master plan for the development of the seaport system approved by a competent state agency, through indicators serving the socio-economic development of the country or inter-regional zones and has the function of international transhipment or international gateway port...

The criteria for the size of the seaport are evaluated on the basis of the output of goods and the tonnage of ships received at the seaport.
