Thua Thien Hue province ranks first nationwide in the Public Administration Performance Index for 2023

TTH.VN - On April 2nd, a conference announcing the Provincial Governance and Public Administration Performance Index (PAPI) for 2023 took place in Hanoi. Accordingly, Thua Thien Hue province ranks first nationwide, surpassing its position by 4 ranks compared to 2022.

Specifically, in 2023, Thua Thien Hue's PAPI composite score reached 46.0414. Within the province, 8 component indices were assessed, with 4 indices ranking in the top 10 nationwide, including the index of public service responsiveness ranking first nationwide; transparency and accountability ranking third; control of corruption in the public sector ranking third; environmental governance ranking fourth. Additionally, three other indices were in the high-performing group nationwide.

To achieve this result, the province has focused on implementing various solutions to improve PAPI scores annually, aiming to enhance the efficiency of serving the people by local authorities, improve the spirit of serving the people, enhance transparency, accountability, and explanation responsibility of public organizations; create opportunities for citizens to participate in evaluating the performance of the government, mobilize the government to improve its service delivery approach, and promote self-assessment for innovation, fostering healthy competition and a learning culture among local governments.

The province has also concentrated on implementing a comprehensive set of solutions to improve scores in all 8 evaluation criteria of PAPI, enhancing scores in each index; enhancing the responsibility of the heads of state agencies, as well as the responsibility of each official, civil servant, and citizen in efforts to raise the PAPI index of the province.

The PAPI 2023 report marks the 15th year of the Provincial Governance and Public Administration Performance Index in Vietnam and a developmental milestone in becoming a recognized annual index contributing to the process of policy-making centered around the people, the largest in Vietnam today.

The PAPI index has been and is playing a special role as a mirror reflecting the people's evaluation of the effectiveness of fulfilling the responsibilities and obligations of all levels of government as enshrined in the Constitution, laws, and policies concerning daily life issues, needs, and expectations of the Vietnamese people.

The rich quantitative data provided by PAPI offers important evidence for policy planning and implementation, where the participation of all relevant parties from citizens to all levels of government is crucial.

The PAPI index has also created a forum for policymakers, practitioners, and citizens to participate in discussions and seek solutions so that central and local governments can better serve the people of Vietnam, ensuring that no one is left behind in the country's sustainable development process.
