When visiting Hue IOC, National Assembly Chairwoman Nguyen Thi Kim Ngan; Deputy Prime Minister Vu Duc Dam; Minister and Chairman of the Government Office Mai Tien Dung; representatives of ministries, departments, and localities acknowledged and highly evaluated the strong determination of the province in the model of smart city construction, which is worth learning and replicating.
The "heart" of a smart city
Talking about the idea of building the smart city, Chairman of the Provincial People's Committee Phan Ngoc Tho shared that smart city was an ecosystem between smart authority and smart people, where technology was a means. Therefore, when deploying the idea, the province did not put the technological factor on top, the problem was how to grasp the requirements of the people, so that they would know how well the city would develop, then they would accompany the authority.
Based on the conception of smart city services, with the available information technology infrastructure and the support of the Industry-Telecoms Group - Viettel, Hue IOC was established. After one year of operation, Hue IOC is considered as the "heart", where all activities of the smart city are coordinated.
Hue IOC promotes its role as a focal point for receiving and distributing executive information, creating an online connection between the citizens, businesses and state agencies; well performing the tasks of supervising, operating and improving the quality of administrative activities.
Representative of the Provincial Department of Information and Communications received the prize of digital transformation for the smart city services model
Director of the Provincial Department of Information and Communications, Mr. Nguyen Xuan Son said that the development of smart city services was the innovation in working methods, innovation in service methods, taking people and businesses as the center, taking the advantages as a goal, taking the satisfaction of individuals and organizations as an important measure in development. This is a breakthrough in the field of information technology application in the implementation of development goals.
The smart city model of Hue, which is deployed on Viettel Group’s platform, won the prize for the category of Asia’s most innovative smart cities project at Telecom Asia Awards 2019.
In addition to the above prize, the solution of "Digitalization of receiving centralized reflections" has recently won VIET NAM DIGITAL AWARDS 2019, awarded by Vietnam Digital Communications Association. This solution provides support function for people, businesses, and visitors to comprehensively reflect the activities in the province. This is a channel of "social sensor" through receiving reflections.
The service of "reflecting the actual situation" has been actively participated by the people, with the quick participation of authorities at all levels, contributing to building a green - clean - bright living environment, stabilizing the social order and traffic safety in the area.
“Nowadays, the locals or visitors can send reflections via their smart phones, installed Hue-S app; they will see their reflections posted on the network then, and the reflections will be received and processed. This is a common work, which is useful for Hue, heading towards the future of a smart city, where there are smart citizens with the pride of the "top Asia", like the prize that Hue has won," Mr. Todashi Sugaya, a Japanese visitor shared.
Towards the land of happiness
To be as successful as today, it is impossible not to mention the high determination of the provincial leaders at first, with their view of implementing from "easy" to "difficult"; step by step completing the institution and the process of computerizing administrative procedures, as well as investing in technical infrastructure, and creating the trust in the system users.
“In the process of building e-government and smart city, the most important thing is that the leaders must be exemplary and pioneering. The leaders are not only the ones who do the inspection and supervision, but also the ones who apply information technology in operating activities, creating a high consensus; which helps the government have a modern and effective process. The rise of the government inspires the people and businesses to participate in," Chairman Phan Ngoc Tho said.
The achievements made by smart city of Hue were praised and highly evaluated by Prime Minister Nguyen Xuan Phuc. In his visit to Hue IOC, the Prime Minister said: “What Hue has made via smart city model is very encouraging, and needed to be promoted. There are some localities that have not been able to do like Hue. The model is needed to be developed and replicated in other localities”.
Soon, Hue will complete the smart city model with the backbone being technology and people, accessing to modern smart cities in the region and all over the world in the fields of health, education, and tourism. The process of accomplishment might take several more years. At that time, Hue will be the first complete smart city in Vietnam, towards a safe, friendly and happy locality.
A model for other localities
Deputy Minister of Information and Communications Nguyen Thanh Hung assessed that Hue was a typical locality in the implementation of smart city, with the highlight and impressive impression being the centralized supervision management, which combines the monitoring of public services online with smart city services at one center. According to Mr. Nguyen Thanh Hung, Hue is a good example, and a model for ministries, branches and localities to learn and deploy.
Currently, IOC has simultaneously deployed 10 smart city services including: reflecting the actual situation; urban surveillance cameras; warning information; supervising local press information; electronic cards of civil servants and officials; supervising public administrative services; supervising electronic advertisement; supervising the environment; supervising information security; and supervising fishing vessels, etc.
